A temporary quick fix would be to cut a piece of salt treated 2 x 4 to fit snuggly into to the end of the square tubing between the ibeam and shackle. Snug enough to lightly tap in with a hammer without stressing the square but be easy to remove later. You could then use a screw to anchor the strap to the wood. Drill a pilot hole in the wood for the screw.
That should get you by until you can figure out something more permanent.
Another thing. It appears the elbow in the picture looks like a short radius elbow. You should be able to replace it with a long radius elbow in the same size pipe. That should give enough clearance so you don't need the padding. You might even use 2 45 degree elbows for even more clearance. One male x female and the other female x female. Lowe's should carry the black ABS pipe and fittings.
