That latch goes all the way back to the 09 F150. I had a 12 that had it, my last truck had it, and now the 16 has it, and the SD went to all aluminum in 17 by using the F150 cab and consolidating the lines with the same interior pieces. You would think it would lower costs, but heck no! That Aluminum is not cheap to use or produce.
I found that raising the seat bottom up a bit slides the back down and out enough to reach in and release the factory latch. I drilled a hole in it , slipped a wire through the hole, and fastened a hoop strap to it. All it cost was time.

i would need one for each side. i have a 2014 Super Crew.
The passenger side should have one on there from Ford. The jack and lug wrench are stored behind that seat so Ford made them accessible. Here is a photo of the Ford factory installed release on the passenger side rear seat back of my 2017 supercab.

I have a 2017 F250 CC and had the same question.
Here is the solution BuiltRight Industries
Made in the USA, quality product, web site has a video that shows everything you need to know. Also available on Amazon.
Yes, there is a lot of storage behind that seat. This release latch is very well made and the installation is only a one beer job :B
You will notice the on the back of the seat, the covering material is slightly different than the other side and it has some sharp framing that I covered with Edge Trim.
By watching the video you will be able to release the seat back and check it all out before buying the release latch.
Good luck
This ^^^^^^^^^^^^^^^^^ is what I have done. Here is a photo of the latch on the back of my driver's side rear seat back and the emergency equipment I keep stored behind there:

THANKS for the link!!!!!! Will be ordering this today. Just don't understand why Ford did away w/ it. Had it on my '03 and '15 trucks along w/ center armrests. '17---no rear center armrest OR 60 seatback tilt. NOT one of Ford's better ideas IMO.
