Do the Weight Police have jurisdiction off road?

Snowcats weigh too much to go thru powder, even with wider tracks. Top speed for this one with the blade and tiller up under ideal conditions is 15 mph tops. Not near enough speed to "blast" through the snow like snowmobiles do. They will just dig down. You start early in the season when the snow is not real deep and pack it down.
