In my 2008 Keystone trailer, my toilet flush pedal lifted up to fill with water and down to flush it all away. On my 2015 Keystone 30RIPR it only presses down to flush it away. Is this a random issu...

"Quite common"? :h With Dometic and Thetford being the two most common brands of toilets used in RVs in N America these days I've never seen one that introduces water into the bowl by pulling up on the foot pedal. Since you seem to believe this style of toilet is "quite common" it shouldn't be difficult at all for you to show us. :W
