Master Tow manual says lock or immobilize steering after loading on carring pan , , carrinying pan rotates, does this apply also when towing. Should steering be immobilized when towing a Honda civic on a dolly with turning carring carrinying pan

how to tow a honda civic with a dingy-class c
I have been told by two different people two different ways to do it. One says leave in park, and the other says leave in neutral with key in accessory. I have a MASTER TOW dolly with a slighty moving wheel platform. Dolly wheels dont turn.
