California Fish and Wildlife has restricted fishing in certain streams/rivers and looks like mostly central California and most of California is open to fishing and there is no ban/outlawed camping anywhere in California.There has been NO legal requirement by the State of California declared and people are watering their lawns, taking showers all the normal thing people do.
You see NY Times has once again NOT checked their facts,but just ran with it like the dummies they are.
