California Fish and Wildlife has restricted fishing in certain streams/rivers and looks like mostly central California and most of California is open to fishing and there is no ban/outlawed camping anywhere in California.There has been NO legal requirement by the State of California declared and people are watering their lawns, taking showers all the normal thing people do.
