That's not true, at least not in Canada. Untaxed coloured (dyed) diesel fuel is
only allowed on
commercial vessels in Canada, pleasure boats must use taxed fuel. Most places only sell taxed fuel, then the qualified purchasers file for a rebate of the road tax.
The use of off road gas or diesel in a non-commercial vessel will land you in a heap of trouble, and usually a VERY large fine.
Also, because of the extremely small (relative to total sales) the refineries only produce ULS diesel, then lubricity additives as well as dye is added to the fuel sold for heating or off road use.
In this area even the home heating oil is ULS diesel.
