briansue, when looking at studies or scientific surveys you have to compare "apples to apples." The October 10th data only included Latin America and the Caribbean. Also, look at the criteria used based on that culture for defining "bribery."
I copied that long list in because the article said that was where they got their info from - and what the info was had to do with what they call "perception" of corruption. There is probably no way to know exactly what corruption goes on where. So this had to do with how the many countries of the world are "perceived". What conclusions can be drawn from all that I do not know.
A personal note - I have been going to Mexico since 1971 and have never ever been asked for "mordida" of any kind. I am not saying it does not exist but in my experience it does not appear to be as prevalent as we have been told.
