As a final check I went into the local Service Ontario office and got a confirmation today (but they said 4,500 kg.!?)..
The confusion, and it's NOT just you even staff can't figure it out, is that at 4,500 KG RGW you require a CVOR, however there is a 'personal use' exemption that allows a non-commercial use truck up to 6,000 KG without a CVOR. Above 6,000 KG there is no exemption for anything.
This was done because people were licensing bigger trucks like F-550's with a 8,864 KG GWR at 4,500 KG to avoid the CVOR requirement. This was technically possible because the curb weight was just under 4,500 KG.
