A pick up is classified as a cargo carrying truck!
And a camper shell s classified as cargo, not a motor home since it sits on the bed of a cargo carrying truck!

EXACTLY!! And I posted the law and the words of the law quite a while ago in this thread.
Here is the problem. There are translations and definitions. I have been going back and forth in emails with people at SAT about all of this.
There is also an exemption to the law which I also posted previously as well as the email I received from SAT. Depending on translation and interpretation and definition a pickup can be a recreational vehicle which would exempt it from the law. In the law the use the word "camioneta" which can translate to pickup truck - or not.
It appears the law says if a "camioneta" is carrying a recreational vehicle (camper?) it is then also a recreational vehicle as they are attached - but not really attached. The same could apply to pickup trucks pulling various types of trailers.
If you enter "pickup truck" on Google Translate you will get the Spanish translation "camioneta". I have asked SAT about this and they say that a pickup is a "cammioneta".
If you read the law and then communicate with the authorities you might find a few facts.
I am not posting all of my emails with SAT until some clear explanation of the wording in the law is arrived at. Lots more going on but not a solid answer yet.
I am not going to keep posting the same words over and over again here - I have already wasted far too much time on this. The laws and the words and the regulations and the wording as well as the titles of the laws and the websites where they can be found have already been posted here. If you do not bother to read them then you cannot possibly know what the laws are or what the rules are. I have made attempts to translate so all can read it. But don't bother - it is too long and complicated. But in there somewhere could be an answer. If you are not interested why bother reading this and commenting on it?
Apparently some border staff classify campers as recreational vehicles and some do not. When is a "camioneta" a recreational vehicle?
Way back toward the beginning of this whole messy thread there was an email from some Mexican authority that said any vehicle over 7,716 lbs was not permitted to cross the border. I have been trying to find the laws so people who want to know will know. Those who don't care or have made up their minds are not helping at all. If you make a claim about a legal definition please include the specific law and the exact web address where it can be found as I have done here far too many times. Back your statements up with cold hard facts as I am trying to do.
The other thread I started about all this might just help to understand it.
