That is correct. The big advantage to nogales with this weight issue business is that the banjercito office is a bit of walk from the office to the sticker on your truck door. I also got a nice government document from a weigh station showing my truck has a curb weight sof 3340kg. At the bottom of the sheet is a statement that says "curb weight = GVW at time of weighing". That is plan B.
