I had a similar situation going through Bay City Tx but it was a real cop. I was towing a 35' TT going slow on the main drag through town. The light turned yellow as I entered the intersection. He said it was red by the time my trailer exited the intersection. That cost me $220 and I have not been back to Bay City since. That used to be our Wal-Mart, What-a-burger and gas stop but not any more. They will never see another penny of my $$$.
that one I think I would fight. IIRC as long as you enter on green/yellow you are legal.
