For me, I see this as everything else in life:
You can't afford to eat Filet Mignon every night - so you save that splurge for important moments and eat hamburger and chicken the rest of the time.
You can't afford to go to the movies every night - so you go to the movies once a month and watch TV the rest of the time.
You can't afford the state parks every trip - so you save the state parks for those important trips and do BLM and NF campgrounds the rest of the time.
You don't have to give up the state parks - you just have to figure how to fit them in your budget.
