You would think that they would keep one side of the inlet open for the winter, and do the repairs to the other side.....then switch, and make changes to the other the following year.
At least then, they would have a revenue flow during the slow times.
Maybe you can dry-camp in the parking lot on the east side of the highway, to go fishing......but then, I'm sure that is considered illegal:(
