Carolina Beach, just south of Wilmington, NC. I don't know what the rate is now, but about 2-3 years ago, $20 bought you a permit to be on the beach for 24 hours with a vehicle. I aired down, chugged on out, and spent the night in the Tiger, right on the Atlantic. I stayed well above the high tide line. Several families were tent camping within sight. The next morning, the beach patrol guy drove by and gave me a friendly wave and a thumbs up (I guess he liked the Tiger). It's pretty soft sand, so you definitely need 4WD.
Further north, there are several NPS CG's on the OBX with some sites just over the dune line from the Atlantic. Last year it was $20/night, $10 with the geezer pass. No hookups, but bath houses, water, and a dump station. Paved roads and sites.
The NPS sells beach driving permits ($50/wk, IIRC) for the OBX. I've never bought one, so I dunno about camping.
I believe there's also an island on the Cape Lookout nat'l seashore where beach camping is allowed. I don't know much about it except it's only reachable by toll ferry, and has few if any amenities other than what you bring.
