first, there's no beach in California, that has free camping for RV's.

now, if you're talking about hiking in and camping in a tent, then you'll probably find a number of places, like the Lost Coast.
and better not list California State Parks in your list, since any campsite near the beach, starts at $35 per nite and can go up to $80.
there are a few state beaches that sites go down to $25 per nite during off-season.
In California --- On the sand camping.
At Pismo Beach, you can camp at the Oceano Dunes SVRA for $10/night. We have been camping here for 30 years. All dry camping, but there are a few locals that drive though with a honey wagon for those who need to unload, there are also others that sell bulk fresh water by the gallon and firewood.
It's quite an experience.
true, IF you don't mind all the noise from off-road/sand motorized vehicles running all day.
