To qualify, for deduction, you are supposed to use it/ live in it 2 weeks per year.

This is not correct unless you are also renting the RV. To quote Publ 936, page 4:

Second home not rented out. If you have a second home that you do not hold out for rent or resale to others at any time during the year, you can treat it as a qualified home. You do not have to use the home during the year.

The military now does 100 percent ID checks, and your ID is scanned by gate guards. If your ID card is not in the database, you are sent to the visitors center where your information is entered into DoD computers. It's been this way for several years on Air Force installations. Stickers were not much of a security deterrent, frequently cars were sold with the stickers still attached to civilians who had no business on the base. Think about such a vehicle getting into the hands of terrorists. Better to check the bona fides of the driver and occupants with a 100 percent ID check than to wave a car or truck through because it has a current base sticker. When I took my car overseas for a military assignment, those stickers were scraped off as a matter of course anyway. It was a sure fire way for the bad guys to know that the car belonged to a service member.

1 July should have ended the requirement for most if not all installations. I can't get a new decal at work anymore (Navy)

Army and AF has been "no sticker' for awhile - Navy, much more recent it stopped that requirement.

Matter of fact - the navy communications facility in W Va, still required it last time I was there ... and doesn't issue them. (weird) So, because mine was expired, I had to get a temp pass. This was beginning of 2013 ...

That was what I was relating reference JAX NAS - it was based on my experience March 2013.
Also last March we stopped by Patrick AFB, Mayport, Keesler, Gulfport CB Center, Joint Services at Belle Chase (New Orleans), Great Lakes, Scott, Mid-South at Memphis, Lackland, and Ft Sam Houston. None of them cared about the vehicle sticker. They just checked ID card.

JAX NAS did not require stickers for retirees when we were there last March. Read my previous posts. Additionally we were at the Joint Reserve base in Belle Chase (New Orleans) last month and they told us they only require an ID card and no longer check vehicle stickers.

I went into the KB Sub-base today - asked at the gates, CNO has now stopped sticker requirement since July on all navy bases. It must have been just about then that we renewed stickers. So, at that time, it was required.

Security office stated it is now up the the CO of any base to issue and require stickers, but is no longer a service wide requirement. That's as of today - based on my experience, it could change tomorrow. :)

Gate guard took me to cover shed, insisted I install stickers before he'd let me on base. He might have been one jerk of many, some are some not ... but believe me, KB requires stickers.

Matter of fact, KB would not allow my bike on base without a sticker and a MC license, and bike was in a cargo trailer.

When/If you transfer to SB Bangor you may find it different. Navy Region NW dropped stickers about three years ago.

If you are a visitor (including retirees) you are required to show your drivers license and current insurance card.
