Rafter J and the Mt. Rushmore KOA are both on the same road as Mt. Rushmore. I stayed at the KOA. Lots of things for kids to do as well as a restaurant, a string of small shops and horseback rides with a wrangler leading the riders. I drove thru Rafter J but didn't stay there.
Custer S.P. is a must see while in he area. If you have a National Parks pass, Custer S.P. requires its own admission fee, but it isn't very expensive. They also ask that you don't feed the animals along the wildlife loop, but the wild burros run a scam. One blocks the road and the others go from car to car begging for food. Take some carrots, but hold on to the green part. Their eye site isn't that good.
