Why? I don't know, but it does. To solve this problem she got her pass also.
It looks like they were using the "Ocala National Forest Recreation Area Pass" rules where the annual pass is per person. Juniper Springs, Salt Springs, Alexander Springs, Silver Glen Springs, Clearwater Lake, and Wildcat Lake are all concessionaire operated though. My wife and I each have our own Senior Passes just so we don't run into those situations.
