It's the Feds in control. Below is the blanket statement being issued nationwide by the US Forest and National Park services.
"(Insert Entity) is following the White House’s guidance Opening Up America Again in developing a reopening plan. The park will implement phased reopening in accordance with this plan and guidance from public health officials and the Centers for Disease Control. There are no projected reopening dates for facilities or areas at this time."
Rulle of thumb is that for federal campsites, declaration of opening is by agency and by region.
State, county, regional and city parks will be based on local administration.
