There is a sign saying "no oversized vehicles", but apparently they don't consider mine to be such. I asked the security person upon entering and again after parking, and she said no problem. Parked there in early afternoon and the next evening. There was some street parking on many of the FQ streets, but not sure I would be comfortable with leaving it there only due to the width of the duallies. I had no problem navigating even some of the side streets. The bus from Pontchartrain Landing was easy, but the timing didn't work for our plans. All in all a great trip. Walked all over the FQ and over to Frenchman St. and had a great time! Thanks to all who responded to my question.
We just got home from 6 nights in NOLA I parked in the lot mentioned above every day except the one day we rode the Algiers Ferry over. And while I don't have a dually I do have a quad cab diesel 2500 with a camper shell. Here is the pricing for the lots mentioned. There is 2 lots to pick from you can decide at the entrance. They run parallel to the river. You can see the link if wanna look it up.

Just so you know the ferry is no longer free. It is 2 bucks cash per person exact change only. The lot you park on the Algiers side is $10.00 we heard there was street parking that is free but I didn't see it. For us it was $8.00 each way and $10.00 to park for a total of $26.00. The lot on NOLA side was cheaper and I felt safer in it.
