There are a couple of RV parks in Arco, one of which is a KOA. However, I can't tell you anything about them. We stayed in the campground at the Craters when we came through just before Memorial Day. No hookups there, so if it is hot (and it very well could be that time of year), you would probably be better off checking out the others.
There is also the option of going on up to Stanley and trying to find an open campsite there. It will be cooler up in the mountains, but there is a section of steep winding road between Stanley and Sun Valley.
