This past March, we had a family gathering at Newport Beach. Happen to read about boat & kayak rentals by the harbor (several of them it seems), such as
SouthWindKayahs. Newport Bay is a sheltered area, somewhat like a lake. The "Back Bay" is a
Nature Preserve.
For camping,
Dockweiler State Beach might be the closest to Newport Beach. But: "The wide beach is beneath the takeoff path from Los Angeles International Airport." Not sure if there is Tent Camping areas or not.
Dana Point in Orange County has Kayak Rentals, such as
DanaPointJetSki & Kayak and
Doheny SBMap of Doheny Campground Seems it might have tent sites.
The Harbor is somewhat sheltered, as I remember. Been a long time since I have been there.
:C This might be a nicer campground & not far from Newport Harbor/Bay. We did some Tidal Pool time at
Crystal Cove SP, did not go up to the camping area. It was not too far of a drive to Newport Beach.

A really neat area there. Closer to Newport Bay, than Dockweiler & no jets taking off, etc. Well not as close perhaps.
Not sure about canoe or kayak rentals being near by or not, but I'd found these some time back:
Rancho Jurupa Park - A Riverside County Park seems to have a small lake. ???
Several Riverside County
Parks with camping have lakes.
Park Descriptions I didn't realize how large Riverside County is. All the way to Blythe, Wow.
"Rancho Jurupa Park is situated along the Santa Ana River and is located near charming downtown Riverside just seven miles South of Mission Boulevard on Crestmore Road. Flourishing cottonwood trees, gorgeous meadows, and two lovely 3-acre lakes surround this beautiful park."
However,
Lake Skinner Rec't Area might work as well. "Nestled in the hills of Winchester, Lake Skinner is only a few miles east of the Temecula Wineries and within easy access of Interstates 15 and 215." Oophs, After looking at a map, not so close to Riverside at all.
In San Demas there is a Lake, Camping &
Jet Ski Rentals, but no canoes it seems. It does have
Tent Sites.
East Shore RV ParkNot sure about pet friendly????
