Why haven't the agencies asked for the ability to change the usage of the funds? Is it because they have been told to make the cuts as public as possible to try to embarrass a segment of the government due to certain other segments being unwilling to make adjustments in spending. By the way, the FAA funding budget for 2012/2013 was quite a bit higher than the prior year.
