I don't see how a valve in the water line would help you at all. The amount of water per flush is determined by how much you put in the bowl to begin with and how long you hold down the flush pedal. Once you let up on it or release the hand valve, if that is what you have, then the water flowing into the tank stops. You do have an RV toilet in your rig don't you?
By the way, with RV's, more water is better. :)
