You can use the strips to attach pretty much anything with a flat back to the wall. Find a TP holder with a flat mounting, or perhaps more simply mount any old one on a piece of thin plywood or whatever, and put that on the wall with the command strips.
If you can reach the other side of the cabinet wall from inside the cabinet or whatever, you might be able to rig something up using rare earth magnets to clamp it to the cabinet.
