I used a level on the floor, once. Used the floor because it was easier than using the frame, which should be the basis for everything.
I say once, because I did it in the driveway, then mounted a cross-check Level to the tongue near the jack, so it showed level. Now I just use that.
I mounted it using Shoe-Goo, which sets pretty firmly. Used toothpicks to hold it one way or the other so it showed exactly level, until it set (the tongue itself is not level with the main frame/floor).
