Not knowing your hitch I'm not sure what the bolt hole is for. But I'm imagining my Equal-i-zer hitch and there are bolts where the square sockets pivot.
Can you through bolt it with a grade 8 bolt and nut from Home Depot (look in the little drawers in the nuts and bolts aisle) Or at minimum a grade 5 bolt? Just be aware that the regular bulk bolts on the shelves are weak like maybe a grade 2 so I wouldn't use them unless an absolute emergency.
