Bottom Ladder attachment loose

I wouldn't think replacement would be necessary. Don't quite understand the situation but rusted bolts can be cut off and possible pushed into the frame to get them out of the way. Some kind of epoxy (wood epox) for example can be used to build up the deteriorated material, holes drilled for new screws.
My ladder is held in place with four screws in each of several flanges.
A picture would help show is the problem.
