While I agree that the air quality is vastly better than it was when I was growing up, your population argument isn't making your case.
More "native Californians" leave this state, compared to Americans from other states streaming in. The vast majority of people "streaming in" to CA are so-called "foreign immigrants" and I'll let you guys determine where they're coming from.

Prevailing winds head East. Legislation on the west coast have a direct impact on nearly every other state's air quality.
I don't mind OHV changes. They pollute disproportionally to cars. The alternative to this would be even stronger requirements for cars and trucks would would be many times more expensive.

People gripe because an unelected and unaccountable board is making random laws that do not fix the stated problems. Being said I agree that modern Carb restrictions on motor vehicles have resulted in huge benefits to air quality; the problem is that the board now, having picked the low lying fruit, is focusing on random "polluters" that will have a negligible impact on air quality.
I would venture to say the OHV market is very large in California. I would also venture to say those vehicles are used more often than other parts of the country due to the favorable weather year round. So I personally do not think that market are random polluters. Again-32 million people live in the state. All numbers must be taken in to consideration. Have you been out to Glamis on a given weekend? It's easy to see why DEF is now required with those mega diesel trucks hauling mega towhaulers loaded with OHV toys. C'mon it's like a small town out there in Glamis on a nice weekend! - tsetsafExplorer III

Your absolutely right. Unless one has grown up in the 60s in Southern California they can't begin to understand why CARB makes these kind of rules. I remember the summertime in the San Gabriel Valley when the visibility on a hot summer day was less than 5 miles due to all the stuff in the air.
I did retire and leave the state because 32 million people were there with me and it seems they were on all the same roads and at all the same venues. TOO CROWDED!
