I agree, my old fuel jugs did not leak, if they did it was a drop or two.
The new ones leak far more than the old ones and pour way too slow.
I end up removing the cap/spout and using a funnel.

The AQMD is a total bureaucratic nightmare, the answer to NOBODY and there is no reasoning with them. They tried to outlaw outdoor grilles in So Cal at one point and succeeded in getting charcoal lighter re-formulated, now you have to use more which makes perfect sense huh?

- Install a petcock on all tanks, i'll drain them when i get home. Probably best thing to do with the crappy gas they reformulated.

Not to mention trying to outlaw campfires on the beach and not so much because of air quality issues but because the beautiful people living on the coast in their multi-million dollar homes take offense to them.- Welcome to the West Coast Detroit!
