Colorado Springs area camping with OHV trails etc?

Where I live, there is mix of private, local, county, state and federal land. Each has its own use and fee requirements since any proceeds go to into different pockets based on where you ride. I've been boycotting one of the passes they overlapped on existing access after the state emptied accounts paid for and designated as OHV.

See, CO suddenly doesn't seem that bad...
