Two things........
Usually an RV toilet sits right over the holding tank so unless you drop the tank, there is no access to the toilet flange underneath.
Also, short toilets that are mounted on a raised floor are usually mounted like that because a heater duct or plumbing is running through that "box".
If so, doing away with the riser would require re routing of whatever is under there.
