There is no law for this issue. Again hotshot haulers would get a ticket at every chicken coop if there was. So just more internet misinformation.

True,
but your 10k registered weight doesn't mean you can exceed your trucks individual axle/tire load limits as the CA commander was saying in the email. This is true for our private use trucks and trailers or my commercially registered truck/trailer unless the vehicles are operating with a overweight permit.
