Sorry can you clarify what you mean - do you mean a F350 or Ram 3500 can't tow 4000 lbs?
It can tow well over 11000 pounds, depending on configuration. He's talking about the payload capacity of the tow vehicle. That includes all passenger weight, 5th wheel hitch weight, and the pin weight of the 5th wheel.
