Hopefully, your Cobra plan is a PPO plan with nationwide coverage . . . Keep in mind that not all PPO plans offer nationwide coverage.
Anyway, you have some good options -- just not in SD or TX.
First, to check health insurance plans on the ACA (aka "Obamacare") exchange, visit www.healthsherpa.com. It's a cool site because you can see what ACA health plans are available in any state.
Or, you can check out off-exchange health plans at finder.healthcare.gov.
Just keep in mind that you can only qualify for subsidies if you sign up for an on- exchange ACA plan.
I looked at ACA health plans and in a number of states here: Selecting a Domicile.
Finally, ACA health plans are based on state counties. Health plan options and pricing can vary widely between counties.

Look at FL and NV.
Be careful with FL. Florida is one of the states that has refused federal funding for health insurance. So their plans will differ from other states. Read and research first before you do Florida. I didn't and am now stuck with it. :(
