Looking forward to an answer. This is a great question you brought up. I am stuck without any insurance because nothing works. You have to enroll by a certain date in a certain state, I'm a full-time traveler. I'm a lot more of a citizen of the United States than of my certain state where everything is registered.
Not sure what states you tend to stay near or around, but if out west I have spoken to some that use Nevada as a domicile due to insurance. The State Univ as a primary gives them branch offices in Las Vegas, which is within a couple hours drive of where they tend to winter, and the northern ones in Reno, Winnemucca or Wels are within a couple hours drive of the areas where they spend their summers.
