Yes. But it may not be just lock outs. It could be out of gas, flat tire, need to be towed, accidents, etc. the point being that people think that their free or nearly free add on to their insurance comes without a price. If you have multiple drivers on your insurance, then it could be more of an issue with more instances. Especially if you have teen drivers. While this person mentioned that progressive told them more than 9 claims within a 3 yr period, other insurance companies could have a lower threshold. Just so,etching to think about.
