I read a sample contract. The contract is silent on disputes.
SO it looks as if a lawyer is your only legal recourse.
But did you escalate the refusal with some one at GSESP?
The agent may have made an honest mistake, could have done it on purpose or may just be a poor employee
That would be the first step.
Do it email or some other method where you develop a time line and acquire names and reasons.

On rereading your post your contract differs from the one posted online by Good Sam and this may be causing some confusion.
The online version states " POWERSTEP SYSTEM - Coverage for power step and cover system includes all mechanical, electrical and hydraulic components"
