Is not "Lock Out" covered under the basic coverage???

My manual lock is supposed to unlock when I get out. It didn't and my keys were dangling from the steering column. Good Sam found a locksmith in Las Cruces NM and in thirty minutes he handed me my keys. I never got another call except to make sure all was well.
