park level designations

While making a trip across the country from New Jersey we utilized the coast to coast network. We reserved and stayed at several resorts classified as DELUXE resorts. They were, to say the least, as far from deluxe as you could get. One was in Virginia, one in Tennessee, and one in New Mexico. The one in Virginia had horrible interior roads, sites were dirt or gravel, and the club house was dirty and unkempt. Tennessee's was gravel and grass sites with no amenities, no table, no nothing. In New Mexico, our deluxe campsite had no amenities. There was no room to put out our awning, nor was there a picnic table. There was hardly enough room to get in and out of the motor home. I question the use of the word deluxe in describing these resorts in the coast to coast book. Other times we have stayed in Coast to coast resorts and have been given the worst sites available, where you cant even level your RV on dirt sites, one in particular in Georgia. I realize that that we are using trip points , but does that mean we are given the worst sites in the campground.
