Maybe its not just a CW policy, it could be driven by the City,County,Town Ship,Commonwealth or what ever!
Where I live we had a huge homeless RV/trash/drug/violence issue with folks taking advantage of free overnight parking.
The County stepped in and made it an ordinance that Overnight stays are prohibited in the county!
