I get the discount every time I buy gas.
Frequent monthly trips between DC and Florida.
All I do is:
Insert/remove credit card
Follow prompts to insert Discount card. Either Pilot or Good Sam card.
Amount shown on pump changes to show lower price.
And you're right they aren't always the cheapest price, but they have always been the same price per gal as other stations at the same exit and with the discount cheaper.
Maybe there is something wrong with your card?
