When not using I went to lowes pluming dept and got a 4" plug that has a wing nut on the top where you can tighten down to plug off hole while driving.
It has a thick robber type band sanwiched between the top and bottom when you tighten it the rubber gets compressed in the hole .

Awesome. Funny how removing a part here and adding one there seems to sometimes get things going. I've seen this design before and saw several struggle with it. So it's just the outer black housing you are talking about right?
