I am pretty sure that Excursions never had "air brakes".
Now if you have the turbo diesel, there may be an auxiliary vacuum (vacuum is air going the other way) pump as diesel engines (especially turbo diesels) make very little (if any) vacuum for the power brake booster.

2005 Fleetwood Excursion 39S, Cat C7, Allison, Retarder, AND AIR BRAKES. Where did you get the idea that they didn't have air brakes - are you thinking of a Ford Excursion?
