You'd think that. Similar thing happened to my mom. Her driveway is narrow and has bushes on both sides. In order to make a right turn into it without hitting anything, you have to go wide to the left. She had her right turn signal on, went wide and the teen-aged driver behind her rear-ended her on the left side. Cop determined it was "no fault". Turns out the kid that hit her was the son of a local constable.
In NJ if you are not happy with the results of a police investigation and/or report, you can amend it yourself. The original report doesn't get modified, but you can provide an addendum contesting it and adding your side of the story and it becomes part of the record the insurance companies have access to.
