Thats a dicey proposition that really doesn't accomplish anything and exposes you to hefty fines.
Yes, a resident of almost any State can file for a rebate on fuel bought out of State and then imported into their home State.
The problem is two-fold;
First and foremost in order to keep it all legal getting the refund from a purchase of 50 gal. of fuel bought in say North Carolina, you would then also have to then PAY the tax on 50 gal. Of fuel in Virginia.
Secondly, you run the risk of some beaurecrat catching on to the fact your putting the fuel in your vehicle tank and driving out of the State (as opposed to a bulk tank) and that you're actually applying for a refund on some of the fuel you're burning IN State on your way back out.
