It was many years ago when I went to tech school and I haven't played with it much. If they think the power may be interrupted from time to time the put that relay in to stop the compressor from coming on after a short power interruption, because of head pressure. I think it would be about a 5 min timer and would only come on if the compressor was running when the power went off.
