With a $10k budget you must be EXTREMELY careful. Absolutely do not buy anything with clearly identified water damage. It is ALWAYS worse than you think. Rebuilding my water damaged cabover took me an entire summer and upwards of 150 hours. I bought a 1983 for $5k (should have walked away) and have put in another $8k or more by now. However, we love old Mabel and she has really come together well.
In my area it boils down to spending about $25k for something well cared for, or buying dirt cheap and committing to serious repair work.
