With all the variations in fuel prices from one location to another, I would never make a flat statement like that. When we traveled from Florida to NY at the end of March, we refueled at an FJ in South Carolina because they were the cheapest in the area by about 10 cents, not including our discount. Who got the most recent delivery is often a factor in day to day pricing.
